UK Police using Facial Recognition systems since 2009

It came as a shock to the establishment and public last November 2014 when the Association of Chief Police Officers (ACPO) were forced to reveal they had been using biometric facial recognition technology with custody suite photographs on the Police National Database (PND).  This came to light during a House of  Commons Select Committee hearing on the Current and Future uses of Biometric Data and Technologies when the UK Biometrics Commissioner’s written submission detailed the use of the facial recognition system used by all UK police forces nationally, which had been ‘live’ since 28th March 2014.  
Both the Home Office, who took responsibility for the PND in 2012, and ACPO failed to mention in their submissions to the Select Committee looking at biometrics, that they were using a biometric facial recognition system.  The Home Office has subsequently submitted an ‘updated’ report to the Select Committee detailing their use of facial recognition.

So the use of facial recognition technology has been a relatively recent addition to policing in the UK, albeit absent of any discussion or even basic honesty about how it has been applied.   Not so.  The Metropolitan (Met) Police have been running a facial recognition system on its 2.9 plus million custody suite photographs since 2009.  This came to light in recent Freedom of Information Requests (FOIR) sent to the Met Police after the Biometrics Commissioners report (see above) also outed them as using facial recognition technology on their photograph database.  

This would explain then the Commissioner of the Met Police, Sir Bernard Hogan-Howe’s eagerness to lower CCTV cameras; in his own words in an interview from March 2015:

“Over the last year as facial recognition software has got better it means we can apply the software to the images of burglaries… taking the tops of their heads is not that helpful with facial recognition which relies on your eyes and this configuration around the nose and the mouth”

Again, no mention in the interview of the fact they have been using facial recognition technology since 2009.  However, how efficient their facial recognition system has been since 2009, is debatable. When used at airports facial recognition’s accuracy is “around 95 per cent, but that’s down to the fact that the technology is applied to high quality, head on images” says the Met Police’s DCI Mick Neville but often CCTV images are poor and not at the right height.  At a conference where Neville revealed that their facial recognition technology had only positively identified one of person in the London riots in 2011, “Neville underlined the point by holding his hands up to frame his own face and repeatedly emphasised that “we need the face””.  One can almost sense his frustration at surveillance cameras being too high.

Maybe this is why the Met Police are planning procuring 20,000 body cameras, the largest roll out of body cams worldwide.  The use of the Met Police’s body cams have seen an increase from 116 in 2013, 230 in 2014, 1,221 in 2015 to a now massive planned 20,000 plus body cameras in 2016.  The trialling of 1000 worn body cams during 2015 across 10 London boroughs saw around 6,000 videos uploaded per month.  Twenty thousand worn body cams operating in a similar fashion would mean 120,000 videos uploaded each month – a huge two million eight hundred thousand plus videos uploaded in a year, all at head height.  No doubt music to Sir Bernard Hogan-Howe and DCI Neville ears.  Surely this must be one of the largest planned data grabs of public life by a UK police force to date?

Public data grabs are not just confined to life in London.  Facial recognition capabilities have improved significantly enough to now be deployed not only on the PND and on regional police forces databases but recently with facial recognition also being applied in the field, literally, at the Download Music Festival in June 2015, where 90,000 festival goers images were being compared to a Europol database of custody suite photographs as they partied.  True to the form of the lack of transparency when police use biometric facial recognition systems, Leicestershire Police, who policed the Download festival, were not impressed that their use of facial recognition technology went public after the initial article appeared in the Police Oracle, causing significant upset for management at Leicestershire Police, who did not want any advance publicity of their "new" surveillance project.”

Leicestershire Police were also the first police force regionally to use facial recognition technology on its custody suite database of 92,000 custody suite images.  The biometric identifying system used at the Download Festival apparently is a separate system to that which they use on their custody suite images, NeoFace.  A Freedom of Information (FOIR) request is currently pending to see how this ‘on location’ facial recognition technology was deployed.

Images of us taken from public and private CCTV, police and enforcement officer’s body cameras, mobile camera units, public transport, social media and more, are run past these police image databases to identify us.  What happened at the Download Festival was no more than a fishing expedition by police to highlight persons of interest.  This is ‘predictive’ policing.  No solving of crime, just identifying persons who had been arrested in Europe.  People who have not necessarily been charged or found guilty of a crime or if guilty presumably, if they were at the music festival, they were there because they had paid society back.  People now back in society going about their personal business - innocently.  If one had committed a crime and served the penalty due, is it not right that said person is allowed to continue their lives free from suspicion or tracking because of a previous misdemeanour?

How efficient this current use of facial technology is also unknown.  Freedom of Information requests sent to the Met Police and the Home Office reveal that they do not know how many innocent people’s images, duplicate images, successful searches, false positive searches, have been performed on their facial recognition databases.  How can these biometric identifying systems be evaluated as to their effectiveness or accuracy if no one is looking at this and more importantly how does one defend oneself if the system wrongly identifies one of us?

FOIRs also revealed that Privacy Impact Assessments (PIA) have not been done on these facial recognition systems to measure just how privacy invasive this biometric surveillance technology is.

No thought, no consideration, no discussion, no regard for our rights to be private – the right of an individual to be let alone.

This is what the Information Commissioner’s Office (ICO), who ensures the UK Data Protection Act is adhered to, guidance on conducting a PIA where biometric technology is involved, advises:

“Does the project involve you using new technology which might be perceived as being privacy intrusive?  For example, the use of biometrics or facial recognition.

What do we mean by privacy?

Privacy, in its broadest sense, is about the right of an individual to be let alone. It can take two main forms, and these can be subject to different types of intrusion:

Physical privacy - the ability of a person to maintain their own physical space or solitude. Intrusion can come in the form of unwelcome searches of a person’s home or personal possessions, bodily searches or other interference, acts of surveillance and the taking of biometric information

Informational privacy - …It can include the collection of information through the surveillance or monitoring of how people act in public or private spaces…”

The guidance also goes on the states that “The use of biometric information or potentially intrusive tracking technologies may cause increased concern and cause people to avoid engaging with the organisation.”  How a member of the public would ‘avoid engaging‘ with any organisation that ubiquitously collects our facial data, when the simple act of walking out of our front doors potentially engages us with the surveillance system, is mystifying.

Two interesting documents gained under Freedom of Information Act on the UK national facial recognition system reveals that the Home Office has issued guidelines for the use of the Cognitec facial recognition system detailing that “Facial search can be used on facial images found in fraudulently obtained documents in order to assist in identifying perpetrators, date of publication unknown.  It also states there are 15 million images on the system, contradicting the BBC’s claim of 18 million and ACPO’s claim of 13.7 million facial photographs.  The discrepancies are both puzzling and worrying.  If there is clearly no system for logging the amount of images on the PND how can the facial recognition system be evaluated for any PIA?

The minutes of the ACPO Cross Business Area Working Group on Facial Imaging held in April 2014 makes for interesting reading, detailing plans to upload what would seem non custody suite photographs from Operation Amberhill “the MPS's proactive identity fraud prevention team,” stating that it “ would probably become a national service and that Amberhill images would be added to PND”.  It seems that the police are making the rules up as they go along. 

Another addition to the biometric surveillance technology of voyeurism that UK establishments are considering, is what the biometric industry refers to as ‘soft biometrics’ - using characteristics such as height, weight, body geometry, scars, marks, tattoos, and gender, etc, to remotely identify persons of interest.  “Unlike many primary biometric traits, soft biometrics can be obtained at a distance without subject cooperation and from low quality video footage, making them ideal for use in surveillance applications.”  Reid et al 

The two UK cities considering this are Birmingham and Glasgow - Britain’s first ‘smart’ city.  Glasgow are working with NICE Systems to provide their city monitoring, with the largest Operations Centre in Europe costing £12 million.  They have 422 fixed and 30 mobile HD IPTV cameras and, according to a Glasgow City Council spokesperson, are planning to trial NICE System’s ‘Suspect Search’ using soft biometrics sometime in 2015.

House of Commons Science and Technologies Committee inquiry into the ‘Current and future uses of biometric data and technologies’ stated:

“In West Midlands Police, for example, the innovation partner Accenture are looking at the application of ‘face in the crowd’ technologies across the wealth of CCTV footage available. It is recognised that infrastructure challenges will need to be overcome for this technology to  be applied successfully.”

Face in the Crowd is to help find ‘missing persons’ but also capable of tracking able persons - not just ‘missing’ adults - but normal law abiding people.   In reply to a FOIR West Midland Police responded when asked if Face in the Crowd was implemented, that it not been commissioned, they have no plans to implement and are not working with any companies but are considering “potential opportunity” of facial recognition.  

Both NeoFace, supplying Leicestershire Police, and Cognitec, supplying the PND facial recognition system, offer 'soft biometric' person tracking systems.  When will these be switched on without our knowledge?

The covert roll out of human biometric tracking systems planned by police and establishments across the UK seems out of control.  That there is no public discussion, outrage or even interest from our representatives in parliament is highly concerning.  Where is our right to be "let alone"?  How can we function in our society and value our privacy, free from state surveillance?  We are on the brink of a tsunami of data grab with assumptions being made on the information we unwittingly submit via these remote biometric systems.  Assumptions that we have no idea of - whether true or false.

The current state of surveillance from UK police biometric facial recognition technology:


Police National Database (PND):             
Started using biometric facial recognition on 28th March 2014 using Canadian CGI hardware and German Cognitec facial recognition software.  BBC reported in February 2015 that there were 18 million facial images on the PND however a FOIR revealed in March 2015 that the PND stored “13.7 million facial images, with an undetermined number of duplicates.  It should also be stressed that ACPO [Association of Chief Police Officers] does not know how many different people are represented by the images.” Cost - £1,168,758 to implement (assessment, functional design, procurement of hardware and software, build and release).  Data Controllers are each police forces Chief Officer.  CC Mike Barton, Chief Constable of Durham Constabulary, is the National Police Chiefs Council (NPCC) lead for the PND as Chair of the Cross Business Area Working Group on Facial Images


Metropolitan Police:
Started using biometric facial recognition in 2009 using L1 Identity Solutions ABIS (Automated Biometric Information System) Face Examiner.  L1 Identity systems were acquired by Safran in 2011, a French aerospace defence and securities company, and now operates as Morpho Trust.  A stand-alone database of 2.9 plus million custody suite images transferred from the Metropolitan Police’s database onto the facial recognition Morpho database.  No images are stored on the database other than custody suite images.  Data Controller is Sir Bernard Hogan-Howe.

Leicestershire Police:
Started trialling biometric facial recognition in April 2014 using NeoFace, supplied by NEC Corporation a Japanese communications company.  A stand-alone database of 100,000 custody suite images transferred from Leicestershire Police’s database onto the NeoFace database.  No images are stored on the database other than custody suite images.  Cost – unknown, Leicestershire Police declined to answer this under FOIR citing Section 43 of the Freedom of Information Act Commercial Interest.  Remote in the field use of facial recognition at the Download Music Festival 2015, system unknown.

When The Language Of Freedom dies, Freedom Dies With It

Back in March (2015) a UK parliamentary select committee published a report [1] which expounded, amongst other things, its views on the police uploading arrest photographs, including those of people not subsequently convicted, into a facial recognition database. The police started doing this on the quiet, without any public announcement or public debate on their reasons for doing it or its impact on individual freedoms.

Here is what the Select Committee had to say:
"We fully appreciate the positive impact that facial recognition software could have on the detection and prevention of crime. However, it is troubling that the governance arrangements were not fully considered and implemented prior to the software being `switched on'. This appears to be a further example of a lack of oversight by the Government where biometrics is concerned; a situation that could have been avoided had a comprehensive biometrics strategy been developed and published."

Oh boy, strong words, they must have been pretty annoyed - oh no, hang on a minute - "fully appreciate the positive impact", "governance arrangements were not fully considered", "lack of oversight"... There must have been a mistake at the printers, they appear to have accidentally printed a sermon on the merits of doing nothing other than producing yet more administrative red tape.

Is this the best that a committee given the task of holding the government to account can do? Can the committee members only consider the alleged benefits of yet more technology-led policing in abstraction whilst ignoring the real costs in terms of freedoms?

In 1822, before there was an organised professional police force in Britain, a parliamentary select committee considered various suggestions for "facilitating the detection of crimes". In their report they wrote [2]:
"It is difficult to reconcile an effective system of police, with that perfect freedom of action and exemption from interference, which are the great privileges and blessings of society in this country; and Your [this] Committee think that the forfeiture or curtailment of such advantages would be too great a sacrifice for improvements in police, or facilities in detection of crime, however desirable in themselves if abstractedly considered."

Or consider the words of an 1818 parliamentary select committee, similarly considering the suggestion of a preventative rather than reactive police force [3]:
"in a free country, or even in one where any unrestrained intercourse of society is admitted, such a system would of necessity be odious and repulsive, and one which no government could be able to carry into execution. "

What happened along the way to turn select committees from defenders of freedom into yes-men for the police and state? Why have politicians so stupendously failed to stand up for what is right?

The death of the language of freedom

In the 19th century, when the committees on the police of the metropolis wrote these reports, there was a richer language of freedoms and liberties. It was common for parliamentarians to use the phrase "unconstitutional" to criticise excesses of the state, so that in effect if some measure or proposal was right it was constitutional and if it was wrong it was unconstitutional. This use of the word constitutional demonstrated that certain core values were considered to be part of the life blood of the people. There were basic concepts of right and wrong that a much larger proportion of the population, compared to today, just got and the values of freedom and liberty permeated through the whole of western society.

This is not to idealise life in the 19th century (neither, for that matter, is this to say that things were worse - in fact there is plenty of evidence to suggest that select committees could be just as bent then as they are now! [4]). This is to explore the sterile and dead language of dissent that mortally constrains modern discourse of matters that affect our freedoms and liberties. It is through language that we communicate and understand concepts such as freedom. When the language of freedom dies, freedom itself dies.

In 1829, despite the above mentioned opposition, a new preventative professional police force was introduced in London and it didn't take long before they were caught spying on the people. In 1832, Sergeant Popay of the Metropolitan Police, wearing plain clothes and using a false name, joined the Camberwell Branch of the National Political Union and attended meetings at which he urged members to "use stronger language than they did in their resolutions" [5] and generally encouraged violence against the state.

When members of the union discovered Popay's true identity there was a public outcry and during a debate on the new police of London (the Metropolitan Police) William Cobbett MP presented a petition to parliament "against the system of Police adopted in the Metropolis". The parliamentary record of that debate shows [6]:
"The Petition stated the abhorrence of the Petitioners at the conduct of Popay, who was a member of that novel and unconstitutional force called the New Police, the members of which were employed as spies, as instigators of mischief, ensnaring, betraying, and coercing the people."

Now, in the face of the police uploading photographs of innocent people into a facial recognition database, we merely hear politicians, the media and even campaign groups calling for more "transparency" or "regulation", "proportionality" and "necessity" - this modern lexicon, or Newspeak, may seem to sound good but you're never really sure what it's meant to mean. Is secretly uploading photographs to a facial recognition database a crisis in necessary and proportionate transformational transparency? The language of freedom is dead, and unless we resurrect it...

'1984' Action Day - 8th June 2015

On 8th June 1949 George Orwell published his novel '1984'.  It was a warning of the society that would emerge if the totalitarian thinking he believed had taken root in the minds of intellectuals and policymakers everywhere was left unchecked.

Sixty-six years later we find that Orwell's novel resonates as strongly as ever.

Democratic governments around the world are enacting laws that enable greater and greater monitoring of the people, curtail freedom of speech and undermine protections once enshrined in our legal systems.

Bill C-51 in Canada, a new pro surveillance law in France, the Counter-Terrorism Legislative Amendment (Foreign Fighters) Act 2014 in Australia, a 1.6 million Euro system to track social media in Spain... and in the UK the Counter-Terrorism and Security Act 2015, a proposed new Counter-Extremism Bill and plans to re-introduce the "snoopers charter" to spy on all communications. To name but a few!

All this removal of freedoms is being done under the guise of protecting those very freedoms using a skewed human rights agenda that justifies anything in the name of "national security", for example the UK's so-called 'Protection of Freedoms Act'.  A truly Orwellian state of affairs.

1984 Action Day is an opportunity for people to raise awareness of the many threats to our liberties and freedoms.  Anyone can take part, whether it be performing in street theatre, public readings of '1984', handing out leaflets, or discussing the meaning of freedom with friends down the pub. There are a few action ideas at, but ultimately it's up to you, have some fun!

As the recent election in the UK all too keenly demonstrates, issues of individual freedom are not part of the political agenda.  It is only through our own actions that we can effect a change to thinking in our societies.  Without individual freedom there is no freedom at all, so we need to fight as individuals to win our freedoms back, while we still can.

Can Your Persona Be Virtualised?

The recent technological advancement in robotics has proved that the science fiction idea of human being virtualised is actually possible. You can become a virtual copy of yourself with your memory stored elsewhere, whilst artificial intelligence overtakes your mind and your outward expression. The article published by Russia Today stating that Google has secured a patent for a robot that mimics the owner:

Imagine a robot-pal who could mimic its owner, a “deceased loved one,” or even a “celebrity.” This sci-fi concept may soon be reality after Google was awarded a US patent to develop downloadable personalities for robots.

Yes, indeed, our Google is going to get a robot that mimics your personal gestures, behaviour, tone of voice, etc.  Not to forget that this is the search engine with vast amount of information that human cultures have accumulated throughout centuries.  The search engine that gives us answers to our queries on just about anything and also stores our questions; and it knows what we are interested in.  This is the search engine acquiring combat robots amongst other things and disseminating information in more ways than one.

This robot will also be able to express various moods in the manner that you normally express and it won’t stop there.  It will carry on functioning after we have passed away and it will develop by accessing more of your personal information:

A robot may access a user device to determine or identify information about a user, and the robot may be configured to tailor a personality for interaction with the user based on the identified information,” the patent detailed. In building its own personality, the robot could “further receive data associated with the user” through speech and facial recognition.

This patent also allows for Cloud based information sharing.  Of course, it is not the robot that is as important outwardly but the micro-chip that will achieve such a state.  One can now imagine the Royal heads, celebrities, heads of state lining up to get their lookalikes to insert this micro-chip as this will make them indistinguishable from the original person.  This puts the job of a lookalike in a totally different category, a risky one, we may presume, as they will be pressurised to accept this micro-chip for the vast amounts of remuneration offered.

The question we might ask is where would our real personality be whilst this Artificial Intelligence (A.I.) micro-chip is taking over our precious behavioural patterns and such, displaying this to our nearest and dearest exactly the same way as they are accustomed to?

Another research on PHYS.ORG is an eye opener on that. The article published by the name: ‘Nanoscale Light trapping mirrored cavities amplify connect quantum memories’ states that the tiny particles, photons, can be controlled with nano technology and microwave manipulation.   This discovery has great variety of applications and whilst this is focusing on “trapping the light around the impurities in atoms in diamond crystals”, as well as nanoscale manipulations of light, there is more yet to come. By using this technology, they are also focusing on connecting distant quantum memories and they can also use fibre optic cables to transfer the information.
The article states that:

It is already possible to transfer information about the electron spin state via photons, but we have to make the interface between the photons and electrons more efficient.”
They can also extend the storage time of the quantum memories. The question is does this extend to human memories as well? The article simply states that these are the quantum memories in solids “that are couple with photons.

So why photons?  There are some other research documents that give us answers to that showing the significance of this discovery.  As we know, photons carry the tiny particles of colour, particles of light.  However, it is possible to collect these and make up a full picture.  The answers in physics about photons The Naked Scientist states that:         

The only information that an individual photon carries is its frequency (colour) and the direction from which it has come.  It requires a great many individual photons to create an image which includes photons coming from a range of angles with different frequencies and sufficient numbers to create a range of intensities per picture element"

In other words, the full image can be reconstructed if there was a sufficient manipulation of photons and with the nanoscale laser this may be quite possible.  Further answers by the Naked Scientist state that photons carry the information about any image, the surrounding environment, human face, etc.  It is very hard to create the full image however, now, with the scale of the discovery stated on PHYS.ORG is quite visible.

The importance of photons becomes apparent when we look at the articles related to the nature of human consciousness and memories.  Apparently, we store our memories as holographic images and the transfer of these can be facilitated by using precisely, this photon trapping and manipulation technology.

The article ‘Quantum Hologram And the Nature of Consciousness’ in the Journal of Cosmology states that:

Like all holographic processing, the associative pattern that is created facilitates retrieval of information in a resonant loop utilizing the overlapping reference signals of quantum emissions from the external object. It enables the perceiving organism’s brain structures to perform pattern classification and recognition of the resonating signals. This resonance process is called phase conjugate adaptive resonance (PCAR).

The talk is about the retrieval of these images from the brain.  The memory manipulation can be of various nature.  It has already been known that memory can be taken over by another organism, such as a virus, which can act as a memory eraser.  The same article deals with this aspect presenting the research regarding the effect some viruses have on memory functions.

So it is possible to either take over the host like the viruses do, erase the memory.  Going back to the photon manipulation, the word manipulation via microwave also implies editing, thus if you can create a full image, why not edit it as well.  If you can transfer the holographic image as this is the way we store our memories, it could be quite possible to insert the false holographic memory as well.  It is noteworthy; to see how the viral route of handling and taking over memory can develop:

Unlike most organisms, viruses are not made of complete cells. They reproduce by invading and taking over the machinery of their target host cell. When a virus comes into contact with a potential host, it inserts itself into the genetic material of the host’s cell. The infected cell is then instructed to produce more viral protein and genetic material instead of performing its normal functions. Is that purposeful behavior or intentionality by the invading virus? (PCAR)

The other agents to erase the memory have been quite well known for some time.  Anesthesia is one of them. The way it can erase memory is quite well documented and known to scientists.  So, we are talking about a chemical agent that can induce the same effect.  Whilst some memories can be recovered by the patient, stated by the same article, the initial damage to the brain by this chemical agent is quite clear.  However, with deeper knowledge of the workings of human brain and recent discoveries, this knowledge has acquired further detail.  It appears that the way some anesthesia operates in the brain is similar to the vibrations in the neurons.  In other words, if the right the brain neurons were subjected to the right frequency and vibrations one would get the same effect as the anesthesia has on the memory and vice versa.  So this proves that the workings of the chemical agent are the same as far as the mechanics of the processes are concerned.  This is documented by another article in PHYS.ORGDiscovery of quantum vibrations in 'microtubules”.  This corroborates theory of consciousness states that:

G. Eckenhoff, MD, at the University of Pennsylvania, suggests that anesthesia, which selectively erases consciousness while sparing non-conscious brain activities, acts via microtubules in brain neurons.

Thus, it is possible to erase the memory and the workings of this process is precisely, made clear by studying the microtubules and the vibrations of the neurons in the brain.  This very same article also talks about creating ‘benevolent’ moods in the microtubules of the subject.  That means get the subject to ‘like’ something directly induced in the brain via certain frequencies and vibrations.  

We have now seen from the above articles that whilst memory can be manipulated in many ways, what is most important for the micro-chip that mimics the owner is to use these memories to its advantage to establish the similarity between the imposter and the original and deceive the onlookers.  This could be one of the obvious applications of this A.I. chip.  Whilst this device is using the memory of the original owner, the actual memory can be manipulated in many ways and as earlier we talked about the memory retrieval from the brain, it must be clear that if memory can be retrieved, it could potentially be uploaded as well to a ‘safe’ device, such as the Cloud.  Let’s not kid about it. If there is a micro-chip or a quantum technology that uploads such large data, it would work the opposite way as well.  In other words, what’s unloadable is also downloadable. Thus, this memory or any other information including unsolicited, could be downloaded into the subject’s micro-chip.  This could be ‘someone else’s memories or advertising material of any kind.  Politicians could conduct their election propaganda directly into our brains together with the adverts of household cleaning agents and they would also create the ‘likeable’ mood in our brain for the subject to welcome this.  This opens the door to wide range of ethical questions.  This devastates any thought, trust or belief some people might have in democracy.  This casts a severe blow to the idea that people should be allowed to perceive the reality on their own terms and make up their own mind.  In other words, an individual should use external environment and create his/her opinion without this type of intrusion directly into his/her sensory and processing equipment, such as brain, mood creation via the microtubule vibrations and such.

So now we can see the true extent of all the above discoveries, research and their applications. This should go against the core of what most people in a democratic state should stand for. Yet, this kind of idea that memories will be uploaded and shared is propagated widely by the media, rather frivolously as if this was a true technological advancement. No wonder that the Daily Mail suggests that according to Ray Kurzweil the uploading of human mind will be possible.

Whether it will be the uploading of the full human consciousness holographically, or the setting of the virus to act to overtake its operations in conjunction with this as well as erasing the memories, the prospect is extremely daunting as we are looking at arresting one’s own human mind and disabling its operations whilst the robotic intelligence that mimics the host will take over its outward functions.
This effectively, means the total obliteration of one as an individual.
